Minnesota Cannabis Laws and Regulations

Both medical and adult-use (recreational) cannabis are legal in Minnesota. Medical cannabis was legalized in 2014, and adult-use cannabis was legalized in May 2023, with sales expected to begin in early 2025.

Medical Marijuana Card Process

Step 1

Obtain a certification from a registered health care practitioner.

Medical Eligibility & Consultation Options

  • Cancer associated with severe/chronic pain, nausea or severe vomiting, or cachexia or severe wasting
  • Glaucoma
  • HIV/AIDS
  • Tourette's syndrome
  • Amyotrophic Lateral Sclerosis (ALS)
  • Seizures, including those characteristic of epilepsy
  • Severe and persistent muscle spasms, including those characteristic of multiple sclerosis
  • Inflammatory bowel disease, including Crohn's disease
  • Terminal illness with a probable life expectancy of less than one year
  • Intractable pain
  • Post-traumatic stress disorder (PTSD)
  • Autism spectrum disorders
  • Obstructive sleep apnea
  • Alzheimer's disease
  • Chronic pain
  • Sickle cell disease
  • Chronic motor or vocal tic disorder
  • Minnesota allows telemedicine for medical cannabis consultations, including initial certifications and renewals.

Step 2

Register with the Minnesota Medical Cannabis Program.

Step 3

Pay the application fee and submit required documentation.

Patient Registration & Eligibility Requirements

  • Valid Minnesota driver's license or state ID
  • Proof of residency
  • Health care practitioner certification
  • Application fee ($200, with reduced fee of $50 for patients on certain government assistance programs)
  • Visit the Minnesota Medical Cannabis Program website
  • Complete the online application
  • Upload required documents, including practitioner certification
  • Pay the application fee
  • Await approval (usually within 30 days)
  • Obtain a new certification from a registered health care practitioner
  • Submit a renewal application online
  • Pay the renewal fee (same as initial application fee)
  • Renew annually
