Hawaii Cannabis Laws and Regulations

Medical cannabis is legal in Hawaii. The state's medical marijuana program was established in 2000 with Act 228, but dispensaries didn't open until 2016. Adult-use (recreational) cannabis remains illegal.

Medical Marijuana Card Process

Step 1

Obtain a certification from a licensed physician or advanced practice registered nurse (APRN).

  • Cancer
  • Glaucoma
  • Positive status for HIV or AIDS
  • Chronic or severe pain
  • Severe nausea
  • Seizures, including those characteristic of epilepsy
  • Severe and persistent muscle spasms, including those characteristic of multiple sclerosis or Crohn's disease
  • Post-traumatic stress disorder (PTSD)
  • Cachexia or wasting syndrome
  • Amyotrophic Lateral Sclerosis (ALS)
  • Lupus
  • Epilepsy
  • Autism
  • Anxiety
  • Depression
  • Insomnia
  • Headaches
  • Hawaii allows telemedicine for medical cannabis consultations, including initial certifications and renewals.

Step 2

Register with the Hawaii Department of Health's Medical Cannabis Registry Program.

Step 3

Pay the application fee and submit required documentation.

  • Valid Hawaii driver's license or state ID
  • Proof of residency
  • Physician or APRN certification
  • Application fee ($38.50)
  • Visit the Hawaii Medical Cannabis Registry Program website
  • Complete the online application
  • Upload required documents, including physician certification
  • Pay the application fee
  • Await approval (usually within 3-5 business days)
  • Obtain a new certification from a licensed physician or APRN
  • Submit a renewal application online
  • Pay the renewal fee ($38.50)
  • Renew annually
